Competition-wise, there's nothing wrong with custom playbooks. When you play an opponent, that opponent can be using any playbooks available in the game, and everyone that competes should be prepared to face anything scheme-wise that's within the rules. Feasability of enforcement is a factor in whether or not a proposed new rule is put in place, but it isn't the primary factor; quality of play and giving our members a place to improve and/or sharpen their game comes before that.
