Power 16? -I think what you're referring to is the "hard 16" method used in non-frontier/Major leagues Proto. For everyone that completes 16 games, playoff seeding and draft positioning basically follows NFL protocol, while whoever doesn't finish 16 games gets penalized, and owners that take over teams during a season inherit that team's record and everything that comes with it.
